Methodology: The Narrative Climate Index grades each state on a weighted composite — negative sentiment (60%), positive sentiment (20%), positive-to-total sentiment ratio (10%), and moratorium legislative activity (10%). Moratorium status reflects legislation filed or enacted as of June 2026 per the Interconnected Capital U.S. Data Center Moratorium Tracker and Good Jobs First. Sentiment data covers June 1 – June 30, 2026 across earned and social media.
